If so, pull the rest of the valance off, and cut the bottom of the front frame with a saws-all....

My first thought was also to pull the counter top. If the workmanship is consistent you should only have two screws to pull.:lol:

A bunch of toilet flush valves may work. Install several of them into the bottom of the barrels and tie the chains together for synchronized action.

Sounds like that may hurt. What ever method you use, maybe you want to pass the ice water through a sieve with large enough holes for a good effect, but would still break it up into streams instead...
