If it's under 13 oz I'd zip tie it to a piece of cardboard, put it in a bubble mailer, and send it USPS first class. Less than $3 to ship anywhere in the US.

When bought individuals off Ebay they came in yellow bubble envelopes.

Yep.

Padded envelope or cardboard envelope with the wrench lashed/ziptied to cardboard inside and sufficient bubble wrap.

I make my own small boxes or hit up the hardware store for the small fastener boxes too.

I've also just wrapped a wrench in bubble pack and took two larger matching back to back squares of corr. cardboard and taped them togheter to make a square wrench quesadilla taped all around the edges.

Wrench is secure iinside, it's cheap and wrench will not move nor fly out. Label on outside. Done.
