Default PTCo pliers -- who made them and when?

Got these in a fleabay lot recently. Can't find info on PTCo, so I thought I'd ask you guys. Thanks!

PS: That "MFD USA" looks awfully familiar.

P.T.Co. is actually "Pendleton Tool Company", not Plomb or Proto, or Penens, or...
